Livingston has a Council-Manager form of government. Members of the Township Council serve as Mayor for one year on a rotating basis. While the Mayor and Council members serve part-time and do not have offices at Town Hall, they are accessible to the public.

The Listening Post is an informal meeting for those who would like to meet with the members of the Township Council. It is usually held the second Monday of the month, September through June, in the Conference Room at Town Hall, between 7:30 and 8:00 pm.
The Township Council usually meets on Monday evenings.
There are two kinds of meetings:
Regular Meetings -- for formal actions
Conference Meetings -- for work sessions
Residents are welcome to attend both types of meetings, although they do not have input at conference meetings. After the Council has finished with the agenda of the regular meetings, the public has an opportunity to express themselves on matters that concern them.
The Police Department is responsible for law enforcement, traffic
control and crime prevention.
In addition, the Department sponsors many special programs, such
as:

-- DWI (driving while intoxicated) education

Emergencies are defined as:
Incidents where the potential for injury or death exists, or for
reporting crimes in progress. The 911 calls are given priority
over any other phone lines. The 911 line also automatically supplies
the name, address and number of the phone being used as an aid
in reducing emergency response time. It is also connected to a
Telecommunications Device for the speech and hearing impaired
who use a TDD.

The First Aid Squad is a volunteer organization that consists
of Emergency Medical Technicians (EMT's) on call 24 hours a day,
and van drivers. The EMT's are trained and certified in such situations
as:

-- Emergency vehicular extrication
-- Cardiopulmonary resuscitation (CPR)
Located at 50 South Livingston Avenue, the Squad operates three
ambulances fully equipped for basic life support, and one handicap
transportation van. Besides free emergency services, the First
Aid Squad offers:
-- Free public information and education programs
-- CPR instruction for individuals and groups
-- General safety programs
-- Lending library of medical equipment

The Livingston Volunteer Fire Department, headquartered at 62 South Livingston Avenue, includes a full-time Chief, Mechanic, Fire Inspector and Secretary. The Department has 70 volunteer firefighters, supported by a 10-man auxiliary group.
In addition to handling all fire emergencies, the Fire Department operates a Fire Prevention and Fire Inspection Bureau to enforce the New Jersey Uniform Fire Code, as well as local fire related ordinances.

The Ruth L. Rockwood Memorial Library is located on the Oval opposite Police Headquarters. The heavily-used book collection of over 100,000 titles includes many large-print books. The library also has videos, CD's, music cassettes, magazines, and books on tape. The automated card catalog can be accessed from terminals throughout the building, and dial-up access from home computers will soon be added.
The Reference Department, which answers hundreds of questions a week, keeps adding information in CD-ROM database form; a local area network is in operation. Through the New Jersey Library Network, the library can bring in books and information from all over the country; often a few pages of needed material can be faxed within the hour.
The database in the library lists 1.1 million titles in Essex and Hudson libraries; with a few keystrokes, one knows "who has what". With a CECLS card from Livingston, library users can borrow from most Essex County libraries.
Many programs for children and adults are available on an on-going basis. Check with the Library for scheduling and details.

The Township offers services to assist residents with social, psychological and economic needs.
In an effort to increase these services, the Township provides seed money grants to agencies which provide needed services to the community. The Advisory Committee on Family Services evaluates requests for funding in terms of direct benefits to Livingston residents and makes recommendations to the Town Council.

If you have a problem and don't know where to turn, a good place
to start is with the Human Services Coordinator, whose office
is in the Health Department at Town Hall. She is familiar with
services available to residents and can provide referrals as needed.
The Human Services Coordinator also serves as Welfare Director.
Handicap Services

The Coordinator for Handicap Services, whose office is in the
Health Department at Town Hall works with the Advisory Committee
on the Handicapped. The Coordinator is the designated ADA (Americans
with Disabilities) Coordinator, serving as a resource person on
accessibility, and is available to provide information and assistance
to people with disabilities.

A TDD (Telecommunications Device for the Deaf) is available to receive inquiries from residents using a TDD. The Coordinator can contact any Township department and transmit information back to the resident, i.e. questions about taxes, water, health, recreation, etc.
Senior Citizen Office

Located in the Burnet Hill Elementary School at 25 Byron Drive,
the Senior Citizen Office coordinates activities of interest to
seniors and provides referral services for special health needs.
Some of the programs available are:
-- Motor Meals delivers hot meals five days a week to those residents
unable to manage their own food preparation.

-- Home Security service
-- Friendly Visitor program helps a new senior become acquainted
with Livingston.
Youth Services

The Youth Services coordinator plans and directs the activities
for:
-- The Teen Center. Located at Monmouth Court Community Center.
-- Paradise Cafe. Also located at Monmouth Court Community Center,
has a snack bar, TV, juke box and pool table, and is open to high
school students on Friday nights, as scheduled and prearranged,
and on special occasions to middle school students.
-- High School Youth Advisory Committee, which takes on community
service projects.
-- Plans and directs Project Graduation, and all activities leading
up to Project Graduation, culminating with activities for high
school seniors in a drug-free, alcohol-free environment on graduation
night.
